Responsibilities

Manages compliance of the resident assessment process in accordance with requirements of current rules, state and federal legislations, organizational standards and guidelines that governs the resident assessment. Provides periodical education and training to the community on the Resident Assessment Instrument (RAI) process in accordance with all laws, regulations and standards. Reviews and coordinates the utilization of the Prospective Payment System (PPS).

 

  1. Manages the Omnibus Budget Reconciliation Act (OBRA) and Prospective Payment System (PPS) assessment schedules based on the current RAI, state and federal regulations.
  2. Completes MDS assessments according to federal and state guidelines.
  3. Coordinates and verifies the completion of the Resident Assessment (Minimum Data Set), including the Care Area Assessment Process (CAAs).
  4. Coordinates the development of the comprehensive care plan by the interdisciplinary team, assisting in implementation, and evaluation.
  5. Coordinates the review and revision of the residents’ care plan by the interdisciplinary team during the quality of care meeting, on a quarterly basis, as significant changes occur, and as needed.
  6. Participates in the management of the current Resource Utilization Group (RUG) governed by the organizational systematic approach.
  7. Participates in the coordination of resident transition to a different level of care.
  8. Recruits, selects, and trains RAI Coordinators.
  9. Establishes qualification of the RAI process for the interdisciplinary team, communicates with the regional support in regards to compliance with organizational standards, initiates educational programs, and implements systematic approaches to facilitate the policy and procedures.
  10. Establishes and evaluates the RAI process for accuracy and timeliness.
  11. Manages MDS data to be transmitted to CMS’ Quality Improvement and Evaluation System (QIES) and Assessment Submission and Processing (ASAP) system per the RAI guidelines.
  12. Confers with the interdisciplinary team about the identified needs of the residents care. Contributes to the opportunity for resident and responsible party participation.
  13. Obtains the quality measures on a monthly basis to assist the interdisciplinary team in reviewing and reporting the MDS accuracy and analytical trends.
  14. Participates in the Quality Assurance and Performance Improvement Meeting.
  15. Completes medical forms, reports, evaluations, studies, and other administrative duties, as necessary.
  16. Participates in community surveys/inspections made by authorized government agencies.
  17. Participates in additional developmental reviews of Managed or Medicare residents.
  18. Agrees not to disclose residents’ health information and promptly report suspected or known violations to the Administrator.

Qualifications

Education and Experience
Associate’s Degree or higher from an accredited school of nursing and must be licensed as a registered nurse by the
State Board of Nursing with at least two years of related nursing experience. Must have at least two years of
supervisory experience.

 

Certifications, Licenses, and Other Special Requirements
State RN license and comprehensive knowledge of all state-specific Medicare reimbursement, Medicaid and third
party regulations is required.

Applies existing guidelines and procedures to make varied decisions within a department. Uses sound judgment and
experience to solve moderately complex problems based on precedent, example, reasonableness or a combination
of these.

 

Knowledge and Skills
Possesses extensive knowledge of a distinct skill or function and a thorough understanding of the organization and
work environment. Has a working knowledge of a functional discipline. Possesses the ability to provide education
to professional and non-professional staff and be knowledgeable of nursing practices and procedures as well as
laws, regulations and guidelines governing nursing functions in long-term care. Possesses the ability to plan,
organize, develop, implement and interpret programs, goals, objectives, policies and procedures of clinical services.
